What is Interlibrary Loan (ILL)?
“Interlibrary loan is the process
by which a library requests materials from, or supplies materials
to, another library.” (American Library Association,

There are two components of
interlibrary loan services: ILL Borrowing, and ILL Lending. The
Borrowing unit borrows materials from other academic libraries and
institutions, while the Lending unit lends Howard University
materials to other academic libraries and institutions.
ILL Borrowing Service
The Interlibrary Loan Borrowing
Service provides access to materials supporting classroom
instruction, information and Howard University related research
through cooperative agreements with other academic institutions
and document delivery services.
Interlibrary loan is processed at
the Founders Library for all Howard University Libraries,
including Founders, Undergraduate, Architecture, Business,
Divinity and Social Work Libraries.
Howard University’s Health
Sciences Library, Law Library and the Moorland-Spingarn Research
Center have separate interlibrary loan processing units. You may

Eligibility
- Borrowing Service is available
to Howard University students, faculty, and staff.
- Other persons and institutions
wanting to borrow materials from Howard University Libraries
must submit their requests through their home library or
institution.
Types of Materials That May Be
Borrowed
- Generally, materials that are
in circulation, missing or otherwise not owned by the Howard
University Libraries may be obtained through Interlibrary
Loan.
- Most circulating books,
microfilms, dissertations and theses, conference proceedings,
photocopies of articles from journals and periodical
literature.
- Types of materials available
through Interlibrary Loan are governed by conditions set forth
in the National
Interlibrary Loan Code (1993), and the published
policy of the lending libraries.
Theses
and Dissertations
- Theses and Dissertations by
Howard University Students may be consulted at the Moorland
Spingarn Research Library. Please see
Moorland
Library Rules and Regulation.
- Theses and Dissertations from
other institutions may be obtained for a fee from
Dissertations Express. Please consult library staff for
details.
Limitations
- Patrons must present a current
Howard University CAPSTONE ID when submitting and picking up
an ILL request.
- No more than 10 ILL requests
may be submitted by a patron at a time.
Procedure for Requesting
Materials
- Interlibrary loan request forms
are available to Howard University students, faculty and staff
at the Circulation desk in any of the University Libraries.
- Before requesting an item
through ILL, check the holdings through the STERLING on-line
Catalog or see the reference librarian.
- Patron must complete an ILL
form and submit to Library Staff. Forms must be
completely filled out for timely processing of the request.
- Forthcoming: Patrons may submit
requests online using the ILL Online Request Forms, or by
e-mail to ILL@howard.edu
NOTE: HU-affiliated persons only may use this service
- When e-mailed, requests must
include requestor’s full name, address, phone number and
CAPSTONE ID number. It must also include full bibliographic
citation for the material needed.
- For books, include: Author,
title, edition, year of publication and the ISBN if known.
- For journal articles, include:
Journal title, volume, issue, date of publication and pages,
as well as the author’s name, and the title of the specific
article.
- All special requests requiring
a fee or fees that are not covered by Howard University must
be signed by the patron.
- Patron will be notified by
telephone, e-mail or campus mail once the material is received
by ILL.
Rules Governing the Use
of ILL Materials
- ILL materials must be picked up
from, and returned to the Circulation Desk at the Founders
Library.
- Patrons are required to comply
with any restrictions placed on ILL materials by the lending
library.
- Any material restricted for “Library
Use Only” must be used on site and returned to the
circulation desk. Staff may keep ID while material is being
used.
Loan Period
- Due dates are determined by the
lending libraries. Borrowed materials should be returned
no later than the due date. Renewals should be requested
only in unusual circumstances and at least four days prior to
the due date. No renewals will be permitted on or after
the due date. All materials on loan are subject to immediate
recall by the lending libraries.
- The borrower must comply with
all regulations and restrictions placed on material by the
lending libraries including loan period, renewal, and
reproduction.
- The borrower assumes financial
responsibility for the replacement of materials lost or
damaged while in his/her possession. Failure to return
material borrowed through ILL and /or failure to pay
replacement charges will result in the suspension of the
patron’s borrowing privileges in the Howard University
Libraries.
Interlibrary Loan Charges
- Howard University Libraries has
reciprocal agreements with CIRLA, HBCUs, WRLC, and other
libraries and institutions for free and expeditious ILL
service.
- Materials not available from
these institutions may be ordered from other lending or
document delivery sources at a fee..
- Charges will be passed on to
the borrower. Please note that fees vary according to
the policies of the lending Institutions and Document Delivery
Services. Minimum ILL charges range between $8.00 and $15.00.
- The borrower must pay in
advance by a certified check or money order addressed to the
lending library.
- Patron will be charged for lost
or damaged items as designated by the lending library or
institution, plus a fifty-dollar ($50.00) non-refundable
processing fee.
- Failure to pay charges will
result in collection through the Treasurer’s Office and in
suspension of the patron’s library privileges.
Transfer of Funds
Academic departments can arrange to
transfer funds via Service Request to Howard University Libraries
for the purpose of interlibrary loan transactions.
Copyright
Restrictions
“The Copyright law of
the United States (Title 17, United States Code) governs
the making of photocopies or other reproductions of
copyrighted material. Under certain conditions
specified in the law, libraries and other archives are
authorized to furnish a photocopy or other
reproduction. One of these conditions is that the
photocopy or reproduction is not to be ‘used for any
purpose other than private study, scholarship, or
research.’ If the user makes a request for and
later uses a copy or reproduction for purposes in excess
of ‘fair use’, that user may be liable for
copyright infringement.”
Other copyright
restrictions and charges may apply. Howard
University Libraries reserves the right to use its
discretion to refuse any ILL request that violates the
copyright stipulation |
